Roadmap for Europe's digital transformation to 2030
  • The European Commission has proposed an Itinerary towards the Digital Decade to achieve the digital transformation of society and the economy in the EU area between now and 2030.
  • The plan will create a governance framework based on an annual cooperation mechanism, and will identify large-scale digital projects.

In its proposal to create a Roadmap to the Digital Decade, the European Commission is seeking to lay out a concrete plan for the European digital ambitions, The aim is to achieve the transformation by 2030.

To this end, it believes it is essential to create a governance framework based on an annual cooperation mechanism with the member states to achieve the objectives of the Digital Decade throughout the Union:

  1. Digitally skilled citizens and highly qualified digital professionals: By 2030, at least 80 % of all adults should have basic digital skills and there should be twenty million ICT specialists in the EU, with more women taking up this type of work.
  2. Secure, efficient and sustainable digital infrastructures: By 2030, all EU households should have gigabit connectivity and all populated areas should be served by 5G networks; state-of-the-art and sustainable semiconductor production in Europe should account for 20 % of global production; ten thousand highly secure and climate-neutral external nodes should be deployed in the EU; and Europe should have its first quantum computer.
  3. Digital transformation of companies: By 2030, three out of four companies should use cloud computing, big data and artificial intelligence services; more than 90 % of SMEs should reach at least a basic level of digital intensity; and the number of EU unicorns should double.
  4. Digitization of public services: By 2030, all key public services should be available online; all citizens should have access to their electronic medical records; and 80 % of citizens should use an electronic identification solution.

It also aims to identify and implement large-scale digital projects between the Commission and the Member States and to will include a structured, transparent and shared monitoring system based on the Digital Economy and Society Index (DESI) to assess progress towards achieving the 2030 goals, including key performance indicators (KPIs).

There will also be an annual report assessing progress and providing recommendations for action, and multi-year strategic roadmaps for each member state's digital decade, outlining the policies and measures planned or approved to support the achievement of each country's 2030 goals. In addition, an annual structured framework will be created to discuss and address areas where insufficient progress has been observed, through joint recommendations and commitments between the Commission and Member States; and a mechanism to support the implementation of multi-country projects.
